What kind of country are we living in when a city decides it is within its power to decide what is or is not a family and then use it to destroy that family, if necessary?  And the bullshit excuse by the mayor of Black Jack that this has nothing to do with defining a family, but with controlling overcrowding is, well, bullshit.  This ordinance will be lucky to survive the oncoming lawsuits, but it is just silly that a city would use to enforce it.
